I believe this feature already exists.  

Can you explain how this suggestion differs from
apachectl -d /path/to/serverroot

If you are saying that there are some paths used in httpd that are not relative
to ServerRoot (and there probably are), than I agree that those should be fixed.
 But  the basic infrastructure is there.
