There is a bug in FilterProvider directive of mod_filter.

It will not work properly if "resp" is specified.
It will match everything instead of only the header specified.

eg.
FilterProvider COMPRESS DEFLATE resp=Content-Type $text/html

will cause the deflate filter to be applied to everything, regardless of if 
the content-type matched or not.

It works properly only if "resp=" is omitted.

eg. the following will only apply the filter to text/html
FilterProvider COMPRESS DEFLATE Content-Type $text/html
