You are correct this is a bug. I checked your patch and it looks fine. I have
not committed it yet, because I want to find out the reason, why we are making a
copy of each worker we add to a balancer (see
http://mail-archives.apache.org/mod_mbox/httpd-dev/200604.mbox/%3c443F81D8.3030401@apache.org%3e).
If we would not make a copy of each worker there would be no need for additional
initialization.
