  As this doesn't affect the APR library generation at all, I'm reclassing this
  as an enhancement, and hopefully someone who uses the etags will have the
  energy to review and commit this change.  FYI if you are eager to have this
  applied, a patch attachment is a much faster way of grabbing a dev's attention.
