1.I install the apache using apahe -k install -n "myserv".
2.In my program,I want to start the apache service using the function
   of SCM of Windows API,Such as OpenService() and StartService(),but 
   sometimes "No installed service named "Apache2"" will show in system log,
3.Test 100 times,maybe occour 1 times.
