I've committed a variant of this patch, it has a 500ms poll rather than
pausing for a full second to increase the chances of the last thread to
be able to catch a high-utilization file lock, and avoids apr_sleep as
well as double-conversion of the error result code.  See commit 377054.

Although your suggestion creates huge starvation issues, it's better than
doing nothing about the problem.

Next time you author a patch, please, NEVER use hardcoded error constants :)
