LoadModule authz_host_module modules/mod_authz_host.so
(note that mod_authz_groupfile.so is not loaded)

but server always returns error when accessing that URL:
,,configuration error:  couldn't check access.  No groups file?:  something.php
''

Is group configuration now mandatory?
