The INSTALL file for 1.3.x says, on line 220-222:

     config.layout. Except on MacOS(X) configure defaults to the `Apache'
     classical path layout. You can get an overview of the existing layouts
     by using the command:

I read that to say that Apache will build with the 'Apache' layout by default on every platform
aside from 
Mac OS X (Darwin). If you want to build on Darwin and not overwrite the Apache installation
that came 
from Apple, use --with-layout=Apache on your ./configure invocation.

I agree that it is somewhat confusing to have a default for everything but a single platform
(so I'm not 
marking this as 'INVALID'), but Apache 1.3 is so deeply in maintenance mode that I don't think
we will 
change the present behaviour. 

The current release of Apache httpd, 2.2.0, will use the 'Apache' layout by default when building
on 
Darwin.
