Proposed patch to clear O_NONBLOCK on reused sockets when there is only one
listening socket.

Here is a small patch that I've tested briefly on the same platforms as those
used to reproduce the bug.  I would appreciate any further comment and/or
testing by those more knowledgeable in the way of Apache and listening sockets.
