I don't think so for two reasons:

1. It is questionable to do this only for Set-Cookie. What about other headers
that might have been set?

2. The root cause for the problem is not in httpd, but in the buggy third party
module. The code of the module mod_headers which is delivered with httpd shows
how to do this correctly by using output filters for this task. So please
contact the vendor of your third party module to get this fixed.
