It appears to me that "service installation" and "server start" should be two 
independent items. Therefore, if port 80 is occupied, installing the service 
should succeed, whereas even if starting the server fails, the user will have 
the opportunity to edit httpd.conf and start the server without being forced to 
do an apache -k install manually.
