Suggested Patch to fix this problem

This patch is probably sub-optimal, since I'm not that familiar with httpd and
apr-util internals.  Feel free to hack it into peices.	However, the basic idea
of periodically flushing the buffer seems right.  Since AJP/1.3 packets are
relatively small, creating a custom Bucket (like mod_cgi) doesn't seem best,
but it could be done.
