I reproduced the problem again, and thanks to your advice, I managed to prove 
that the CPU cycles are indeed spent inside a proprietary libcryptography. It 
appears that the function rsa_privatekeyinit() locks a resource and enters an 
infinite loop, and all other threads are waiting for it to complete except for 
the Siteminder thread that poll every now and then.

Unfortunately in this particular case I was not able to get a gdb backtrace:
(gdb) info threads
  209 Thread 2          procfs: couldn't find pid 20546 (kernel thread 2) in 
procinfo list.
