Yes, I think exactly like you concerning the use of "ulimit -t"

Effectively, SIGTERMing a child seems to be harmless for the other processes. 
So it's possible to do some process auto killer, but such a problem should be 
quite exceptional, and can be manually solved (by identifying and warning the 
user, which is easy)
