Based on the published manual, etc., please provide what you believe to be the
correct measure.   I posted this to users@httpd.apache.org and received no
response.  I've run across 5 other people who have this same problem.  Please
identify where you think this is wrong.  Given we've tried FollowSymLinks in the
root (DocumentRoot) as well, and it still doesn't work.
