What is your docroot?  You mention four different paths here:

    <Directory "/path/to/files">
In /usr/local/www/data:
<Directory /> 
<Directory /usr/local/data/www>

note the transposed "data" and "www".  If you want to allow symlinks in the
docroot to be followed you need to set the option in a <Directory
/path/to/docroot> context, not for the *destination* of the symlink.

This looks like a configuration error to me; try running the server like:

  truss ./bin/httpd -X

to see the actually system calls used to verify the configuration; else try
users@httpd.apache.org for further help.
