Log files are created with permissions of "0666" & ~umask.  So just ensure that
httpd is started with "umask 022" (e.g. by modifying apachectl or the envvars
script) if you want file permissions to be 0644 by default.  Nothing in httpd
changed here, more likely Debian changed something so ask on a Debian list.
