This is the same problem reported in
http://www.mailarchives.org/list/apache-modproxy-dev/msg/2004/00094

I have an authorization module that uses a cookie to track authorization state.
If  the cookie is generated on a request that gets proxied, the Set-Cookie
header is not propagated back to the client with the proxied request results.

I've also looked at bug 10722; that appears unrelated. (I.e., it seems to deal
with rewriting the path in cookies that originated on the target server, which
is a separate issue.)
