First of all, it indeed didn't work on directories in Apache 1.3.
Then, the apache manual (http://httpd.apache.org/docs/mod/mod_mime.html#sethandler)
says that this directive forces "all matching files". Since when directories can
be called files?

I can say there is a bug because actual apache behaviour doesn't match the
behaviour documentation describes.
