In my opinion, an enhancement request for
AddLanguage "de,de-ch,de-at,de-li,de-lu" .de
to be properly handled by mod_negotiation would be interesting.  But I don't
know of anyone prepared to contribute the appropriate code.

But it also seems a little silly to be marking a document in that way.  It seems
that your document must really be in one language, and you want to mark all
these languages simply to get around client preferences that you don't like. 
That doesn't seem like the right thing to do.  The clients have expressed
language preferences for a reason.
