MaxClients 950
...
MaxSpareThreads 75

If you set MaxSpareThreads higher, Apache won't have to destroy/create child
processes so often, so you may avoid some of the thread create failure scenarios.
I personally would recommend that MaxSpareThreads be at least 20% of MaxClients.
