The following "aliasmatch" rule fixed the problem. 
AliasMatch /~([a-zA-Z0-9]*)/?(.*)  "C:/Documents and Settings/$1.WTSN/My
Documents/public_html/$2" 

The $1 contains the incoming owner name (as in "~foreman") and the $2 contains
the rest of the request after being parsed out by the regexp shown.

it would be nice if there was an example of this in the Apache docs.
