I am having the same problem in 2.0.53 on WinXP.  The problem is accurately
described in this developer thread:

There are several bugs logged against this albeit some may be permission issues:

33329

Here is my setup:

# if uncommented next 2 lines work when run as a service
#Alias /attachments/ //networkserver/group/docs/attachments/
#<Directory //networkserver/group/docs/attachments >

# this doesnt work as a service but it does in a console.
# Note: W is mapped to "docs" on \\networkserver\group
Alias /attachments/ "W:/attachments/"
<Directory "W:/attachments" >
...

I have run the service as myself, administrator, LocalService. and I and the
administrator have access to W:.  What permissions might the console have that I
wouldn't have or is this really a bug?
