How do you know that? I guess, it's _logged_ with doubled quotes, which is a
difference.
I think, the problem is, that there are unsecaped backslashes in your regexp.

What happens, if you use

<!--#if expr="$pg_path = /[^\/]+\/[^\/]+\/[^\/]+/" -->

?
