I am running 1.3.33 and i found that if I had apache configured to listen on an
invalid IP address (one that didn't belong to any interface), apachectl would
not return non-zero, but apache of course would not start. (and so my startup
scripts just pretended apache started with no problem)

Is this a problem that can be fixed?
