In retrospect, don't fix this. Although, as per the last line of this text, it
looks like it already has been...

Some modules' Makefiles need to find the directory which *contains* the
directory specified by the "installbuilddir" configuration variable.
E.g. if the contents of the "installbuilddir" config variable is
"/usr/local/share/apache2/build", then the module's Makefile needs to be told
about "/usr/local/share/apache2".

But I'm wrong to suggest that this directory is "datadir". It is on many of the
suggested config.layouts, but not on all of them. The only 100% correct way of
finding the directory is by going up one level from "installbuilddir".

And it is possible to do "apxs -q installbuilddir".

In fact, it's also possible to do "apxs -q datadir" - which is strange, because
that was what I was asking for in the ticket....
