I have an awkward problem with apache directory access in the conf file

Explanation:
My server is connected with 2 network cards. One card is connected to internet 
with a dynamic ip.
The other card is connected to other computers within the intranet.

In order to restrict access to all visitors beside the local clients from the 
intranet, I have added the below snippet into the conf file.

<Directory "c:/web/restricted">
Order Deny,Allow
Deny from all
allow from 90.2.0.2
allow from 90.2.0.3
allow from 90.2.0.4
allow from 90.2.0.5
</Directory>

What happens is that from one side, the apache log file logs the right visitor 
IP addresses or DNS names of the clients in the intranet group correctly, 
meaning 90.2.0.2, 90.2.0.3.... and so on but it denies access unless if I would 
allow from the dynamic IP address, which in this case everybody can access the 
restricted directory.
This means that there is no way to allow access only to intranet clients.
