Typical polling mechanism used by content switches is to try to issue a simple
request, such as "HEAD /", and if timeout occurs at any stage (connect, send
request, receive response) then the web server is dead and needs intervention. 
(IIRC the timeout has to occur several times in succession to be considered a
failure.)
I
t would be interesting to see which operation is hanging when /var fills up.  If
you recreate the hang again, try getting backtraces with gdb to see what Apache
is trying to do.
