I have a 1 meg up connection and usually get transfers around that speed for 
my site when apache has just been started or restarted. But over time my 
download speeds deminish to around 49 kb/s, i have read similar bug reports 
and their fixes have had no effect. Any help would be greatly appreciated.

p.s. it is not my internet connection, because the same thing happens over a 
lan.
