the httpd 2.0 branch uses the APR and APR-Util 0.9.X branch from CVS, not CVS head.

For APR use:
cvs checkout -r APR_0_9_BRANCH apr

For APR-Util ur:
cvs checkout -r APU_0_9_BRANCH apr-util
