httpd.conf ambiguity for third-party parsers

The default httpd.conf can *almost* be parsed by third-party parsers, apart from
a single line, which contains an opening tag that looks like it's being closed.
I know this isn't a problem for Apache, but the following change would be quick
and easy.

Starting at Line 289 of httpd.conf-dist:

  <Directory />
      Options FollowSymLinks
      AllowOverride None
  </Directory>

To clear up any abiguity, change to:

  <Directory "/">
      Options FollowSymLinks
      AllowOverride None
  </Directory>

Although Apache doesn't get confused, the line prevents the config file being
read by third-party utils, including:

  http://search.cpan.org/~tlinden/Config-General-2.27/General.pm

This also affects Line 250 in httpd.conf-dist-nw, Line 311 in httpd.conf-win,
and Line 37 in highperformance.conf-dist.
