Setting 'enablesendfile off' and rebooting solved it - restarting wasn't enough.
'enable mmap off' and 'Win32DisableAcceptEx' are not needed.

This should really be in the "Apache for windows" tutorial and in the default
configuration file, or at least in the comment lines, and the need for rebooting
should be mentioned.
Otherwise I wouldn't consider the problem "Closed".

The need for rebooting should also be stated in the 'enablesendfile' documentation.

BTW the problem existed for external access (not from localhost) as well.
