IndexOption ScanHTMLTitle ignores HTML comments and SSI directives

Scanning for HTML Titles of (s)html-documents in an auto indexed directory,
using IndexOptions FancyIndexes and ScanHTMLTitles, just returns the first text
found <title>within</title> tags in the page; ignoring whether it's commented
out by means of HTML or SSI syntax.

Additional Info:

The following directives where used for the auto-indexed directory:

Options Indexes
IndexOptions +FancyIndexes
IndexOptions +ScanHTMLTitles
IndexOptions +DescriptionWith=*

I'm attaching a test document to verify the problem (and it's resolution).
