Thanks Rüdiger Plüm, you are right. 

As soon as you add "RewriteEngine on" to the virtual host in which your
cgi-script lives SCRIPT_URL and SCRIPT_URI appear in the environment of the script.

This behaviour is acceptable since the SCRIPT_URI is required to do rewriting.

Therefore, this issue now could be considered Resolved.
