1) apr_set_option() is a private APR macro and can't be used from httpd

2) the Unix apr_socket_option_set() does handle APR_INCOMPLETE_READ so I guess
you're talking Win32 here

3) and Win32 doesn't care about APR_INCOMPLETE_READ, so is there actually a real
problem here?  Please describe the problems you're seeing.
