Running, httpd -k restart or apachectl restart, does not restart apache

We have verified on two different installs that running either httpd -k 
restart or apachectl restart on 2.0.49, does not restart the apache server.

The messages in the error_log are:

[Tue Jun 01 16:07:45 2004] [notice] SIGHUP received.  Attempting to restart
[Tue Jun 01 16:07:45 2004] [notice] seg fault or similar nasty error detected 
in the parent process

/etc/rc.d/init.d/httpd stop, start, and restart work just fine.
