RLimit directives are working in .htaccess file.

Yes this is true, but it will be much better to have an option in AllowOverride 
directive that can disable RLimit* in .httaccess files. Beacause when you 
enforce the RLimit* for all with:

<Location "/">
RLimitNPROC 30 30 
</Location> 

It is hard to increase the limit for a specific virtual host because 
<VirtualHost> section is proceeded before <Location> section.
