RLimit directives are working in .htaccess file.

All RLimit directives are working and override the global setting in httpd.conf 
where are placed in .htaccess file and AllowOverride is not set to None. In the 
apache docs the context of these directives is "Context: server config, virtual 
host". I still can`t find a way to disable this directives in .htaccess without 
set AllowOverride to None.
