error logs can end up in /dev/null unexpectedly

Summary: error logs can end up in /dev/null unexpectedly
           Product: Apache httpd-1.3
           Version: 1.3.29
          Platform: Sun
        OS/Version: Solaris
            Status: NEW
          Severity: Normal
          Priority: Other
         Component: core
        AssignedTo: bugs@httpd.apache.org
        ReportedBy: tt@createservices.com

In spite of having "ErrorLog syslog:local1" in httpd.conf I have found that an
error produced by not having the right ip address to bind to ends up in /dev/null.
Here follows a fragment of truss...

7492: open("/dev/null", O_WRONLY|O_CREAT|O_TRUNC, 0666) = 2
7491: write(1, 0x000390A1, 36) = 36

7491: t e d\n
7804: write(2, 0x002A2D1C, 129) = 129
7804: [ F r i M a y 7 1 0 : 4 7 : 1 7 2 0 0 4 ] [ c r i t
