It is really unclear what bug you are reporting here.

When you make a request for a directory, apache uses the DirectoryIndex
directive to try to find a default page for that directory.  Obviously
your DirctoryIndex includes index.html, and when apache tries to grab
that file, it follows the redirect you have setup for that file.  That
doesn't seem like unexpected behavior to me.

If what you want is to redirect direct requests for index.html but
provide a directory listing on other requests for that directory,
then simply change the DirectoryIndex for that directory.

And in the future, please bring up questions like this on a user-support
forum like the users@httpd.apache.org list.  Then you can at least refine
your bug report a little before you submit it.
