header.html used in autoindex page

If a folder that contains header.html but does not have a valid index page is 
requested while the Indexes option is enabled, the header.html is used in 
place of the "Index of <PATH>" header.

This appears to only occur on the Windows version of Apache 2.0.48 and not the 
Linux version.

The Windows version used was the pre-built 2.0.48 MSI and the Linux version 
was a custom source install. Proof of this bug is not able to be provided by 
myself at this time as I do not have a Windows box available online.
