shtml can not be displayed when some include file is missing

We can use .shtml in apache 1.3.29,and include many .inc file.but sometimes 
when some .inc file  not found in <header></header> tag,the whole shtml page 
can not be displayed in the browser,the error is "the page is not found".And 
use wget to get it the error info is "HTTP request sent, awaiting response... 
End of file while parsing headers. Retrying.",if I create a new but empty .inc 
file(filename=missing .inc file),the shtml page can display normallly. 
But another server using 1.3.28,is the same env,and missing the same .inc file 
between <header></header> tag,but the .shtml page can ignore this error the 
display the page.
My question is :How can I make apache ignore this error,and display the shtml 
page normally?
