What does truss -f show as the processing that happens in the new child after
fork() but before reaching main() in the child?  Just that we reached execve()
and got no further?

What if you add logic such as the following to apr_proc_create() so that we use
an empty environment table instead of a NULL pointer when the caller passes in
NULL?  Does that help?
