--with-prefix option on "configure" script breaks apachectl

Using the --with-prefix option on the "configure" script under Redhat Linux 9.0 
causes the following problems at versions  2.0.47 - 2.0.48.
 apachectl start
    no listening sockets available, shutting down
    Unable to open logs

If apache running, then
 apachectl stop 
    httpd (no pid file) not running

Leaving the --with-prefix option off the "configure" scripts allows apachectl 
to work correctly.
