No. Read the summary. You are arguing the opposite direction. It doesn't matter
how hard you push for people to fix their mime-types and .htaccess,
statistically it is impossible for everyone to keep up to date. It is also
provably true that some people can add a file to a server but cannot edit .htaccess.
