Yes, it does the same thing no metter under what user its running.
One time I thought that this could case of PHP 4.3.3, but I've tryed PHP 4.2.3 
and it was doing the same thing.

Another thing, when it crashes, rotatelog.exe stays in memory as well, and when 
Apache2 reanimated, it starts another set of rotatelog.exe (as I undertand it 
starts one rotatelog.exe per each vdomain, that uses separate logs)
