I'm just a third party who just got smitten by the non-availability of HTTPS
under mod_rewrite. %{LA-U:ENV:HTTPS} does work for me however. I'm using apache
2.0.47. My directives look something like (I'm forcing http -> https on a
per-directory basis):

<IfModule mod_ssl.c>
RewriteEngine On
RewriteBase /www/BUILD/SISadm-cgi
RewriteCond %{LA-U:ENV:HTTPS} !=on
RewriteRule ^(.*)?$ https://%{SERVER_NAME}/dev-sisadm-cgi/$1 [L,R]
</IfModule>

FYI, this should probably be marked duplicate of bug 10434.
