Apache 2.0.47 on Win2K crashes if stderr is redirected to a file

Apache 2.0.47 on Win2K crashes if stderr is redirected to a file. To reproduce 
the problem, compile and install the 2.0.47 on Windows, and then run it as 
follows:

apache -e debug -E temp.log

Apache will crash due to an access violation. The problem is due to the 
apr_file_dup2() function from the apr library. I have reported the problem, 
together with a fix as BUG ID 23051
