Child process doesn't run after being forked.

Summary: Child process doesn't run after being forked.
           Product: Apache httpd-2.0
           Version: 2.0.45
          Platform: PC
        OS/Version: Windows NT/2K
            Status: NEW
          Severity: Minor
          Priority: Other
         Component: Core
        AssignedTo: bugs@httpd.apache.org
        ReportedBy: mrmosconi@yahoo.com

In a Perl script, I do a fork(), then handle the resultant PIDs, closing STDIN,
STDOUT, and STDERR and reopening them to /dev/null (standard technique).
However, the child process never seems to run under versions 2.0.45 or greater
of the Apache server. It works fine under 2.0.44 and earlier, as well as under
all versions of IIS. I don't have access to a Unix platform so I wasn't able to
test it under that.
