add feature "RemoveOutputFilterByType"

           Summary: add feature "RemoveOutputFilterByType"
           Product: Apache httpd-2.0
           Version: 2.0.47
          Platform: All
        OS/Version: All
            Status: NEW
          Severity: Enhancement
          Priority: Other
         Component: mod_deflate
        AssignedTo: bugs@httpd.apache.org
        ReportedBy: n.schmitt@scaet.de

It would be helpful to a "content type dependend positive list of filters with
exclusions" like the combination of "SetOutputFilter"/"RemoveOutputFilter".

Deflating content of type "application/x-pdf", retrieved from a backend system
(in our case: from tomcat by jk2) produces harm due to the buggy coupling of
AcrobatReader plugin and MS-IE. Sure - that coupling is not an apache.org
issue. It just "influences".
